FRA seeks to reverse the VA's policy that denies some Vietnam
veterans' disability benefits for diseases related to Agent Orange
exposure. Service members who served off the coast of Vietnam, so called
"blue water" vets, do not qualify for these benefits unless they can
prove they had "boots on the ground."
